How Freight Rates Are Calculated in India: Per-KM, Tolls & GST

A truck freight rate in India is built from a base fare plus a per-kilometre running cost (fuel, tyres, driver, maintenance) multiplied by the mapped route distance, plus tolls and a demand adjustment, with 18% GST applied on top. Full-truckload rates are quoted per trip, while part loads are priced per unit of weight or volume shared across shippers.
The building blocks of a freight rate
A fair freight quote is not a random number — it is assembled from measurable costs. The main components are the base fare (loading, minimum trip cost), the distance charge (per-km rate × mapped road distance), tolls along the corridor, and a demand factor that reflects vehicle availability at that time and lane.
- Base fare — fixed minimum for the trip and loading
- Distance charge — per-km running cost × actual mapped kilometres
- Tolls — estimated national/state highway toll for the route
- Demand — seasonal and lane-level availability adjustment
- GST — 18% applied on the freight value (ITC eligible for businesses)
Why per-km rates differ by vehicle
Each vehicle class has its own running economics. A mini truck burns less fuel and has a lower per-km rate but a small payload, while a 32 ft multi-axle costs more per kilometre yet moves far more tonnage, giving a lower cost per tonne on the right load. That is why the same route can quote very differently across vehicle classes.
FTL vs part-load pricing
Full-truckload (FTL) is priced per trip because you charter the whole vehicle. Part-load (PTL/LTL) is priced by the share of weight or volume you occupy, since the truck is co-loaded with other shippers. For dense, near-full loads FTL is usually cheaper per tonne; for small consignments, part load wins.
How to read and compare a quote
A transparent operator shows the itemised build-up — base, distance, tolls and GST — not just a lump sum. Always confirm whether the figure is inclusive of GST, whether tolls are included, and whether it is a spot rate or a contracted lane rate. Getting an indicative estimate before booking protects you from gate-side haggling.
Frequently asked questions
Is GST included in a freight quote?
It depends on the operator. Freight is generally quoted ex-GST, with 18% GST added on top; for registered businesses this GST is typically eligible for Input Tax Credit. Always confirm whether a quote is inclusive or exclusive of GST.
Why is the per-km rate higher for bigger trucks?
Larger trucks have higher fuel, tyre, maintenance and driver costs per kilometre, but they carry much more weight — so the cost per tonne is often lower on a full heavy load.
Are tolls included in freight charges?
Tolls may be included or billed separately depending on the operator and contract. A transparent quote states the estimated toll for the route so there are no surprises at delivery.
